Did the folks who built the bridge forget to bolt the the supporting structure down?

I'm pretty sure bridges and over passes have to have a minimum clearance and have for as long as I can remember. I always check my height whenever I haul something on the flatbed. I have noticed some traffic lights that seem awful low though. Don't know if they have sagged or what. I'm thinking this was the drivers fault.
