Gator 4x2 engine problem

Just got a 4x2 Gator with Kawasaki FE290D engine. The engine will only turn over about half way either direction you spin clutch. I pulled plug and piston moves up and down fine. Pulled valve cover and both valves look good and move fine. Not sure what to check next other than pull motor and take it apart. If anyone has any ideas on what I could check let me know.

I would pop the head off and see if something is on top of the piston like the head of a valve. Next I would be looking at the drive for the cam, meaning pull the front cover of the engine, then if nothing there pull the pan and check the rod caps.
